The second World Conservation Congress (WCC) preparatory committee meeting was held at the International Convention Center Jeju (ICC) on April 11 and 12, where seven councilors from the International Union for Conservation of Nature (IUCN) and three representatives of the Korean government met to discuss logistics and the structure of the upcoming 2012 Jeju WCC.

“We basically have been discussing ... the structure of the congress, about the decisions of some internal committees that have to be built up and strong for the time of the congress so the congress will be a success,” said Miguel Pellerano, president of the 2012 WCC Organizing Committee, on the first day of meetings.

He continued that the conference was to bring together both the IUCN and the Korean and Jeju governments to discuss their objectives and expectations for the congress and to iron out some of the finer administrative details.

Director of the IUCN Constituency Support Group and manager of the congress, Enrique J. Lahmann, described the purpose of the meetings as internal administrative business concerning the congress’s preparation.

Following the first meeting on April 11, there was a guided tour of the ICC explaining the designation of rooms and their functions during the WCC. Afterwards, an agenda-setting meeting was held to discuss ways to integrate initiatives discussed during the forum of the congress (a marketplace of ideas open to public) into the members’ assembly where proposals are voted on and eventually written into law.

“There is a wealth of information that is presented and discussed during the forum that we need to take advantage of,” Lahmann said.

In the 63 years since the congress was first held, the 2012 Jeju WCC will be the first time that the ideas discussed during the forum will be integrated into the members’ assembly.

Lahmann said that one of the methods proposed to achieve this goal, is to allot two hours of each day of the congress during the members’ assembly to receive feedback about the previous day’s forum. This way the wants, desires, and ideas of the public can hopefully influence the legislative process of the congress, he added.

“It requires a bit of more logistics,” said Lahmann.

Russell A. Mittermeier, president of Conservation International and chair of IUCN Primate Specialist Group, added, “I think it’s doable. We have a very competent staff.”

Though the themes of the congress were not on the agenda for the two-day conference Mittermeier said, “You can be sure that biodiversity is going to be in there,” as well as protective area coverage and green economies. He elaborated that “to have truly sustainable development you’ve got to have a development really based on having a healthy environment.”

Later that day there was a panel discussion with the preparation committee and a coalition of environment clubs on Jeju that is comprised of university students. The two parties talked of ways students could take active roles in the congress to help ensure that it will be a success.

The second day consisted of more meetings concerning the internal management of the congress and included tours of famous sites on the island.

Concerning overall preparations Mittermeier said “Everything is going great so far,” and that there have been no problems at all.

The next preparatory meeting is slated for sometime at the end of November with the final meeting of the congress council members in February 2012 before the WCC begins with the possibility of more meetings in between if deemed necessary.
