Seogwipo is proud of the historical legend of Qin Shi Huang (259-210 B.C.), the first emperor to unite China. He sent envoys to Jeju to find the elixir of life. Seogwipo’s very name - meaning the harbour that sends back to the west - recalls this event. According to the legend, the envoys found the elixir they were searching for in the form of a medicinal herb. Seogwipo City holds the Chilshimri Festival in memory of this event.
