Jeju Special Self-Governing Province Foreign Advisory Committee (FAC) held the forum, “In search of policy improvement for foreign residents,” Nov. 18 at Jeju Provincial Office. The forum was open to FAC members, international students, native English teachers, foreign residents and any other interested parties.
The FAC was created in April 2012 and is charged with improving services and support for the foreign community on Jeju Island. Jeju was proclaimed a Free International City in 2002, yet has attracted criticism for the difference between rhetoric and reality. The FAC seeks to ensure Jeju becomes an international city in practice, through policy recommendations and engagement with the international community.
The FAC has three subcommittees: tourism; residence and infrastructure; and adaptation to Jeju society. Through these international residents have the opportunity to participate in the policy-making process and the Jeju governor has agreed to “positively make an effort” to reflect its advice in provincial policy.
The event was opened by Kang, Sung Whoa, Executive Director of the Free International City Bureau followed by a panel discussion presided over by Marsha Bogolin, FAC member. The panel comprised: Sun-hwa Lee, Jeju council member, speaking on the establishment of community centers and employment of non-Koreans; Michael Milne, FAC member, introducing the FAC and its improvement plans; WuiKyung Shin, Cheju Halla Univ. professor, discussing support systems for foreign residents; Jody J.Mohammed, native English teacher, speaking on the cultural experience of Jeju; Nyamsuren Davaadorj, JNU international student, discussing policy proposals for international students; and Youngkeun Kim, Korea Immigration Service, Ministry of Justice, introducing immigration rules for teachers and students.
